Case Background
Upon discovering the existence of “one property with two certificates,” the relevant administrative authorities issued a decision to revoke the real estate certificate and the mortgage registration listed on it. The party involved submitted an “Application for Administrative Compensation,” requesting that the decision denying compensation be revoked and that compensation for losses and interest be awarded.

Lessons Learned from the Case
1. The subject of the appraisal consists of early-development standalone residential buildings, typically four to six stories tall with two units per floor. Since comparable cases for entire buildings are difficult to obtain, and the appraisal spans five valuation dates over a relatively long time period, the appraiser conducted on-site inspections and analyses, as well as market research on the transaction history of individual residential units. By adjusting for factors such as the building’s location, views, floor plan, and size, the appraiser was able to determine an objective, fair, and reasonable value.
2. As this valuation service was commissioned by a court and involved administrative compensation, the valuation process required particular caution to balance the interests of all parties and take stability factors into account.
